Stella the starfish spends her mornings exploring the sandy seafloor in a bright, busy part of the ocean. One day she finds a strange round object half-buried in the sand: a clock with a shell-like face whose two hands move back and forth with the rhythm of the water. Curious, she places it in her seaweed satchel and rushes to show her friends, Pip the tiny seahorse and Sandy the little green turtle. When a strong current suddenly puts Pip in danger, Stella sees the clock's hands pointing toward the swirling water and wonders whether it is a tide clock.

With guidance from Grandpa Coral, an old parrotfish, Stella learns that the hands show the ebb and flow of the tides. She studies the clock each day, practicing how to read it and judge when the water is safe, then shares what she has learned with the other young sea creatures and becomes their tide keeper.
