Down by a wide river in a small town, a beaver with warm brown fur and a flat tail puts on his red tool belt and yellow hard hat each morning, ready to plan and build. He sees that after sunset the animals cannot cross safely, since the stones are slippery and the water runs dark and quick. So he decides to build a special bridge that appears only in the moonlight and glows to guide his neighbors across.

The beaver shares his big paper plan with Owl, who reminds him that plans need many helping hands. Rabbit arrives with a basket and a pocket-filled vest to gather sticks and smooth stones, and the animals work together all day. A young muskrat in a blue scarf secretly worries the bridge may not be strong enough and decides to test it alone at night.
