Oliver the otter lives by a sparkling river where he races floating leaves each morning and always wins. One sunny day, his friend Benny the beaver, wearing his blue denim cap, asks for help: a big leak is letting water rush through his dam home, and he cannot fix it alone. Oliver promises to come the next morning and help. Then a tall grey heron with a yellow ribbon and a brass whistle announces the Great River Race for the very next day, and Oliver, who has always wanted to race, finds that the race and his promise fall at the same time.
That evening, sitting on a smooth rock as the river turns gold, Oliver whispers to himself that a promise is a promise. The next morning he ties his red neckerchief tight and swims to Benny's dam instead of the starting line. Together the two friends gather twigs and pack mud until the hole is plugged and Benny's home is safe, even while cheers from the race drift over the water.
