Leo is a curious boy whose mind is full of questions about the sky, rain and the world above him. One breezy morning he puts on his bright yellow raincoat and red rubber boots, takes his notebook and steps outside to look for answers. Soon a soft white owl made of cloud drifts down, with silver-blue feathers, glowing amber eyes and tiny raindrops on its wings. The Cloud Owl offers to show Leo where weather is made, and he climbs on for a flight above the rooftops.
High above the clouds, the owl brings him to a floating weather station with spinning cups, tall poles, a glass box of numbers and a large radar dish. Leo learns how wind speed and temperature are measured, how radar spots rain and snow from far away, and he fills his notebook with notes and drawings about thunder, rain and rainbows.
